Bug Description
Currently whoopsie-upload-all will wait for 1800s (30 minutes) for whoopsie to actually upload the reports. This may well be too long, as right now whoopsie has trouble uploading in general which means we'll just about always hit the timeout.
Lowering the timeout to 60s may be more suitable. Otherwise we are at risk of flooding the session with upload-all instances.
Alternatively or additionally instance tracking would be nice such that only one upload-all is running at a time.
