csv import has several problems

Hello. I faced with several different problems during experiments with CSV-file import.

1. Impossible to chose different accounts for import at the same time and it doesn't import transaction to different accounts from the same file.

2. Import doesn't understand Transfers. It imports them like two different transactions on the SAME account.

3. Import doesn't understand date format dd.mm.yyyy. It works only with dd/mm/yyyy.

4. Import shifts time in transactions depending on Timezone I think.
