Click scope does not load in the emulator

Bug Description

Not sure if it's the best place to report this, but I noticed that the click scope does not appear in the emulator, making it impossible to install apps from the store.

I guess it's detecting that there is no network connectivity and using the same method as the network indicator (which appears as disconnected), even though there is connectivity.

We disabled it on purpose for speed; let me re circle on that one

Hmmm, we actually do enable (as in do not do any tricks for this); it might be what you say since the emulator takes its time to load.

I did a search and click results did show up.

Here's what I've observed:

- On my desktop running trusty the click scope ("More suggestions") showed up after a while
- On my laptop running 13.10 the click scope did not show up, even after having waited several minutes after the phone UI was up. However, after doing a searh on the Applications scope, online results where shown. Then after closing the search box, the click scope was shown.

So it seems that the click scope takes some convincing before being loaded, but it eventually does, so please feel free to mark this bug as Invalid if you think it makes sense.

Marking this as dup of bug #1249255 as it seems to be a similar issue related to the network handling.
