Neutron agents should have PID file option

Neutron agents should have PID file option in order to update corresponding PID file and make it easier to understand which PID is particular quantum agent using. This is needed because currently, there is no way to strictly determine which PID belongs to the parent agent process and which to it's child.

Is this still actual? As I know, xenolog fixed the initial issue with pgrep'ing right process.

I've filed https://bugs.launchpad.net/neutron/+bug/1331481 to address this upstream.
I also would like more about the use case of this feature.

when we run neutron agents from Pacemaker will be good have possibility define PID file from command line.
We can't use $! shell wariable, because starts agent by su.
