We are periodically seeing gate failures like this:

This appears to happen for several 'SEVERE ERROR's such as

Patch set 4 of that change reported nothing but success: https://review.openstack.org/#/c/62300/

It looks like you linked to logs of intermediate changes that Zuul aborted. They were never reported to users and are not recorded as failures anywhere. This is not a bug.
