./run_test.sh fails while trying to install setuptools

Bug Description
When running ./run_tests.sh, the script stop while trying to install setuptools :
sudo apt-get install git
git clone https:/
cd horizon
./run_tests.sh
[...]
Wheel installs require setuptools >= 0.8 for dist-info support.
pip's wheel support requires setuptools >= 0.8 for dist-info support.
Storing debug log for failure in /home/dev/
Command "tools/with_venv.sh pip install --upgrade pip>=1.4" failed.
None
Tested on a fresh Ubuntu 12.04 LTS Server / Desktop 64-bit installation.

I was just observing the same behavior. I'm using this workaround for now:
upgrade pip to 1.5
sudo pip install -U pip
apply the workaround for "pip's wheel support requires setuptools >= 0.8 for dist-info support" to the environment by using with_venv. sh pip install --no-use-wheel -U --force setuptools
./tools/
