Bug Description

Steps to reproduce:
1. Log in WebUI
2. Navigate to Murano>Service Definitions
3. Click on "Upload Service"
4. Browse *.tar.gz without manifest file

Expected result:
Error message with some text that user forgot to put manifest file in archive
Observed result:
Error: Unable to upload service. Error code: 400 - this message is not so informative
