Cinder client uses incorrect region for Rackspace clients

When using the Rackspace clients plugin, the cinder client ignores the region-name setting and selects the first region in the catalog. This is because the client plug-in doesn't make the cinder() method from the parent class aware of the desired region.

    Use region for cinder management uri

    Make the cinder client region-aware since Rackspace supports
    more that one and needs to know in which region to deploy
    volumes.
