Bug Description
The xtrabackup_binary file is redundant in 2.2 now that the single binary changes have been implemented. This was supposed to be a part of the original single binary implementation, but has slipped through the cracks.

We should probably have a backup taken with 2.2 fail to prepare with
2.1? I wonder if we could (ab)use the xtrabackup_binary file for this
purpose?
