This link should be changed to https://wiki.openstack.org/wiki/Oslo#Syncing_Code_from_Incubator
This is minor but could be confusing for new people...

    Update README to the valid Oslo-incubator doc

    Currently, the README in `openstack/common/` contains a link
    to a blank page.
    This patch changes the link to a valid documentation page.
