Dialer app not shown on incoming calls

To reproduce
1 - Dialer app is open, dash is in focus
2 - Phone is suspended
3 - Incoming call is answered

Expected Result
The active call screen is displayed

Actual result:
The greeter screen is still displayed
Manually dismissing the greeter and dash is shown

Actually the real bug is that applications are not correctly promoted when the greeter is visible. I have tried to reproduce the dialer-app's scenario using a different application by doing the following:

1) Open address-book-app
2) Go back to the dash so that the application gets to the background
3) lock the phone
4) on ssh, run: `upstart-app-launch address-book-app

Expected result:
Greeter goes away and the application gets back in focus

Actual result:
Greeter still visible. Manually dismissing the greeter reveals the dash, not the application.

So far what I could find is that Stage.qml's activateApplication() function seems to be correctly called, even when the greeter is visible, but I didn't get any further than this.

confirmed this is happening in build 127
1) start dialer app
2) lock phone
3) call phone
4) answer call

Expected results:
greeter unlocked, call answered and dialer app promoted

Actual results:
call answered, greeter stays locked, dialer app not displayed

I think this can be invalid for dialer-app.

I tried this on utopic image 2, and after tapping "accept call", the welcome screen slid away and revealed the dialer app, even though the dialer app had already been onscreen when I turned the screen off. Fixed?
