[platform] Full swipe from left doesn't take you to Applications lens from the Welcome screen

Bug Description

Any other time the user can get directly to the Applications lens by swiping from the left all the way to the right.

Steps to reproduce:
1) Press the power button to turn off the display
2) Press the power button to turn on the display, you should be at the Welcome screen
3) Swipe from the left all the way to the right
4) The Launcher is revealed at the start of the swipe and left visible, but the user it not taken to the Applications lens
5) Swipe from the right and you will be taken to the Applications lens

However, if you were to:
1) Open an app, and keep it focused
2) Press the power button to turn off the display
3) Press the power button to turn on the display, you should be at the Welcome screen
4) Swipe from the right and you will be taken to open app

But if you:
1) Open an app, and keep it focused
2) Press the power button to turn off the display
3) Press the power button to turn on the display, you should be at the Welcome screen
3) Swipe from the left all the way to the right
4) The Launcher is revealed at the start of the swipe and left visible, but the user it not taken to the Applications lens
5) *Now* swipe from the right and you will be taken to the Applications lens

So it seems that the full swipe from the left *is* triggering the shell to go to the Applications lens, but it's not dismissing the Welcome screen when it does that.

At the very least, if it's not meant to unlock and go to the apps scope, it shouldn't change the status "under" the greeter indeed.

Yeah. Seems the left edge gesture is enabled even when the screen is locked. Very good catch Alan!

FWIW this particular bug did _not_ get fixed by the above release. We're waiting for design confirmation on whether unlocking from the left should get you to the apps scope, especially with new approach to dash becoming part of "standard" window management.
