Bug Description
Requirements:
1. Availability: These packages are in universe
2. Rationale: HUD grew some new dependencies, and seeing as it is a core strategic component of the phone effort, these dependencies need to be in main.
3. Security: No known security history, as these components are new.
4. QA: Packages work out-of-the-box, HUD uses them without any configuration.
5. UI standards: no UI
6. Dependencies: check-mir indicates that these packages don't depend on anything which is not itself already in main.
7. Standards compliance: both these packages are already under daily_release, which means they've had a rigorous packaging review and are highly consistent with other daily_release packages
8. Maintenance: These packages will be maintained by canonical employees, including touch landing team members.
9. Background information: These packages are qt bindings for existing, established ubuntu technologies dee and gsettings.

dee-qt is almost there. libqtdee3 and qtdeclarative5- dee-plugin need Pre-Depend lines and that should be fine.
Runs its tests, has modern packaging, builds clean, has a bug subscriber, no bugs, uses Ubuntu's CI infrastructure.
