rtkit-daemon stops logging altogether if rsyslogd is reloaded or restarted

Bug Description

After updating rsyslog.conf and telling rsyslogd to reload or restart, rtkit-daemon stops logging altogether. It can be resumed by sending 'rtkitctl -k' to the daemon, which automatically restarts it in Precise.

Following a reload of rsyslogd either rtkit-daemon should be told to reload OR rtkit-daemon should be able to continue logging some other way once rsyslogd has reloaded (which usually takes around a second).

I'm guessing this is an issue with rtkit-daemon as opposed to rsyslogd as other processes continue logging without any (apparent) problem. I'm not sure what other processes may experience a similar issue.
