--load-gmf is working but the risk calculator is unable to find the data

Bug Description

I did the following:

$ cd demos/risk/ScenarioRisk
$ openquake --rh job_hazard.ini
$ openquake --eh <hazard_output_id> /tmp
$ openquake --load-gmf /tmp/<gmf-scenario.xml>
$ openquake --rr job_risk.ini --ho <hazard-output-id>

and I got an openquake.engine.db.models.DoesNotExist error. The XML is imported correctly but it cannot be found. This problem is present in openquake 1.0 too and was reported by the user Eugenio Dissegna on openquake-users.
We need to add an integration test to make sure that the functionality keeps working.
