Bug Description

fftw3 (FFT library) has SIMD support for various architectures. This was naively enabled in 3.3.3-6 debian package in a way that didn't work as it assumed that -mfpu=neon was neeed as a compiler option and that __ARM_NEON__ would be defined if neon available. Neither of these are true for armv8/aarch64-linux-gnu-gcc so different configurey handling is needed.

Patch attached.

Sponsoring question: In the Debian bug you said:

> However, applying this doesn't in fact get a working build as it exposes a compiler ICE in the gcc4.8 we are currently using in unstable. But that should get fixed soon.

Does that apply to current trusty as well?
