Bug Description

Trying to pull a 300+MB update, noticed that the phone suspends pausing the download.
Consider inhibiting suspend when the download is occurring in the background. Screen should still dim then go off.
Reasoning is that if the user initiated the update they would expect the phone to stay on until it completes.

Seems like it should be using the download service instead of
downloading it in the application.

It doesn't do that.

It's merely a client of system-image's D-Bus API, which performs the download and causes the update to be applied. system-image is the place where suspend should be inhibited, IMO (unless the s-i developers think that each consumer should do this itself?).
