Bug Description
Currently the install process creates keystone users for the test suite, however devstack already creates the users 'admin', 'demo', and 'alt_demo'. Which satisfy our requirements.

I have also been getting confused with a number of extra users in the system, few from devstack and then more from trove-integration.
I would agree to lessening the number of accounts to simplify the things.
