Please sync spandsp 0.0.6~pre21-2 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Build depend on libtiff5-dev, instead of libtiff4-dev.
  * Fix FTBFS in parallel mode by disabling multiple execution of
    the scripts that generate images. (Closes: #726410)
  * Build --with autotools_dev to fix arm64 failure.
  * Build --with autotools_dev to fix arm64 failure.

Debian has merged Ubuntu changes.
