dh-autoreconf is not in debhelper

Bug Description

If you run `pdebuild` on package without `dh-autoreconf` installed, it will fail, because `pdebuild` tries to clean up before building, and clean up fails if `dh-autoreconf` is used.

Because this package provides such essential functionality as clean up. I propose to add it to `debhelper`. Otherwise the stuff becomes too confusing - http://askubuntu.com/questions/395584/how-to-build-a-newer-version-of-a-package-than-is-available-for-my-stable-releas

Packages that use dh-autoreconf must build-depend on dh-autoreconf as per Debian Policy.
