HA deployment fail by timeout on provisioning stage

Steps to Reproduce:

214 iso
Deploy environment with next configuration:
CentOs HA
KVM/KVM
3 controllers 1 compute + 2 ceph osd nodes
Networking: neutron GRE
Storage: ceph for volumes

Actual result:
Deployment hangs on provisioning state with progress of OS installation on the node 100% but with cluster state None

may be caused of deployment on the low performance environment

Timestamps saying that the provisioning took about an hour to complete.

Provisioning was hanged and failed with timeout error message.

It seems that OS boot on slave node is hanged.

It is likely your slow env. Please reopen if issue still appears on faster envs.
