incorrect kwargs detail for webob.exc.HTTP*

When review patch: https://review.openstack.org/64099 I realized that, when we instantiate webob.exc.HTTP* class, we should use explanation instead of detail, or the http response will get message of default explanation instead what we expect.

Besides, there are some i18n problem in those message, will be fixed in the same time. Other i18n problem will not be solved in this bug fix
