When there is no answer to confirm, do not display 'How to confirm' message

Bug Description
After you just ask a question, you'll find underneath the box to add a comment:
"To confirm an answer, use the 'Mark as best answer' button located at the bottom of the answer."
That button doesn't appear since there are no answers to confirm yet.
That message should only appear when there are answers that can be confirmed.
