Linux-based services can not detect the correct metadata and have incorrect Murano Agent Config

Bug Description

Steps To Reproduce:
1. Install OpenStack from Mirantis OpenStack 4.0 ISO, HA mode, CentOS, Neutron GRE.
2. Download linux image with CentOS and Murano Agent: http://172.18.78.96:8000/cloud-centos.qcow2
3. Mark linux image with Murano Tag
4. Start to deploy Murano environment with Linux based service (Apache or Telnet)
5. Log into VM via VNC console as root / swordfish

Observed Result:
Murano can not deploy any Linux-based services because Murano Agent on the VMs has incorrect configuration file and can not connect to the RabbitMQ.

Not eproduced on my noHardware noHA lab.
Reproduced only on hardware lab with HA mode, need to test on the specific hardware environment
