Bug Description
1. Create cluster
2. Go to settings page and set public gateway to an empty string
3. Try to save settings
We have necessary gateway check for Neutron internal network (UI shows "invalid network" field if it's empty), but not for Public network.
Expected results:
User should not be able to specify empty gateway for public network in and network mode (neutron or nova-network)
