Increase importance of keystonerc creation and usage

Consider rephrasing step involving creation and usage of "keystonerc" to increase importance since it simplifies commands in future portions of the guide.

A keystonerc is used later in these places:

Let's try to look at all these sections to make this clearer.

Matt, we've done some rework in this area. Do you consider this as done now or is further work needed?

I think this bug still needs further work. We should consolidate initial references to OpenRC into one section and include instructions to create both admin-openrc.sh and demo-openrc.sh. Also, we should consider adding a "source xyz-openrc.sh" step to each relevant section.
