keyboard layout changes randomly

Description: Ubuntu 13.10
Release: 13.10

On 13.10 keyboard layout changes randomly. There is only one available keyboard layout option (tr_TR) but on startups it sets to en_US automatically.

How to reproduce;
1- Restart system (doesn't happen everytime)
2- Randomly happens while system is running

Is this similar or the same to bug #1317566? I haven't marked it as a duplicate because they are listed as affecting different versions of ubuntu

No, i think it's not similar because of changes are happening randomly, not on every startup.
