Bug Description

From Cobbler log:

err: /Stage[main]/Nailgun::Cobbler/File[/var/www/cobbler/aux/20-puppet_error_syslog.conf]/ensure: change from absent to file failed: Could not set 'file on ensure: No such file or directory - /var/www/cobbler/aux/20-puppet_error_syslog.conf.puppettmp_442 at /etc/puppet/modules/nailgun/manifests/cobbler.pp:59
err: /Stage[main]/Nailgun::Cobbler/File[/var/www/cobbler/aux/20-puppet_stdout_syslog.conf]/ensure: change from absent to file failed: Could not set 'file on ensure: No such file or directory - /var/www/cobbler/aux/20-puppet_stdout_syslog.conf.puppettmp_9361 at /etc/puppet/modules/nailgun/manifests/cobbler.pp:50

According to the log, the above resources are triggered before cobbler-server is installed.

Reproduced same issue on build 195, Fuel web interface shows "502 Bad Gateway"

A fix was merged to fuel-library master, should be in the next build.
