Relocate Neutron deployment use cases section in OpenStack Installation Guide

I suggest relocating the "Neutron deployment use cases" section to between the "Neutron concepts" and "Install Networking services" sections to improve understanding of typical architectures before proceeding with installation. Also, the "Sample architectures" section under the "Architectures" chapter should link to "Neutron deployment use cases" to assist those considering the Networking service earlier in the installation process.
