The patch 'Added support for Allow-Address-Pairs feature to Heat' adds the Heat functionality the MS SQL Cluster Service relies on - i.e., it won't deploy without that feature. It is made from this commit https://review.openstack.org/#/c/57437/

The patch 'Adds ability to configure various clients used by the Heat' is made from commit https://review.openstack.org/#/c/54686/ which fixes LP bug #1213122 (which affects the ability to use SSL endpoints with self-signed certificates).
