No way to configure wallpaper placement

Bug Description

In Ubuntu 13.10, there is no way to configure how the wallpaper is placed -- i.e. whether a wallpaper with a different resolution to the screen should be cropped, streched, centered, etc.

This option is missing from both System Settings and from the Unity Tweak Tool. I could add the latter to the bug, but really, the option should be in System Settings proper, which I don't know the package of.

Thanks; that serves as a workaround, but obviously such an option should not be hidden in a registry.
