Bug Description

Env:
Win7, Virtualbox, FUEL build 172, QEMU, Ubuntu-based deployment, simple mode (no HA), no ceph

Issue:
Deployment of new cluster freezes at the very end of installation of Compute node (end of installation of Ubuntu screen)

There is a message at stuck compute screen:
The disk drive for /var/lib/nova is not yet ready or not present

Steps to reproduce:
- Create new env
- Add two nodes (1 controller, 1 compute)
- Select three additional services (Murano, Savanna, Ceilometer)
- Network - Neutron+vlan
- All the other staff by default
- Deploy

This issue might be duplicate of https://bugs.launchpad.net/fuel/+bug/1260293 (have same root cause)

We have not been able to reproduce it. We have done at least two fixes, which might fix this as well, one of them: https://review.openstack.org/63783
