Bug Description
A sequel to lp:1237444, for openssl-static binaries need to link statically with yassl than with openssl due to licensing restrictions. Normal RPMs/DEBs/Binaries not affected.

Doing this in galera with yassl/cyassl requires few code changes with SSL headers
etc. So, the static ssl builds (only those) of PXC will be with ssl=0 for now. (can't statically build with openssl even with linking exceptions)
