incorrect apt-cache setting in config.yaml

Bug Description

The description of this setting says, to disable cache set it to false. But if you set it to false you end up with false being the hostname:

W: Failed to fetch http://security.ubuntu.com/ubuntu/dists/precise-security/restricted/i18n/Translation-en_US Unable to connect to false:3142:

E: Some index files failed to download. They have been ignored, or old ones used instead.
E: Unable to locate package ubuntu-cloud-keyring

The only way to disable this setting today is to comment it out.

Either we need to fix the description or fix the logic to accept false.
