Not all installed apps displayed, and no suggestions

Bug Description
Mako using image 71
After a clean boot, go to the apps page. Expand Installed apps, and you will only see the first 9 in 3 lines.
There is no More Suggestions sections.
Doing a search and then clearing it seems to properly populate the content.
