Incorrect installation directory in Trusty

Bug Description

Packaging bug:

1) Trusty 14.04
2) Installed: 5.4.6-0ubuntu
3) Clean install using apt-get install
4) Installation creates mcrypt.ini in /etc/php5/conf.d

Current directory structure requires all ini files to be in /etc/php5/mods-available and for symlinks to be created in /etc/php5/apache2/conf.d and /etc/php5/cli/conf.d

Moving the ini manually and creating the required symlinks solves the problem.
