The steps do not call out what commands are to be done on controller, and what is to be done on compute1 to computeX. Please add language such as
"1. Install the appropriate packages for compute networking (on both compute nodes and controller nodes):"
as appropriate.
Networking is rather poorly documented in general, and it is very difficult for people to figure out what they are supposed to do to make it work. This is particularly true of the section on Neutron. Simple declarative statements like "compute nodes only" added on the above referenced URL will help clarify what does where. If you can not follow the directions and make it work (which I can not at present), then you will soon get sick of trying OpenStack.

Thanks for the report. I'll add another clarifying note in the particular section mentioned.
However, just to try and save you - in the multi_host HA configuration used by this guide the nova-network package is only needed on the compute nodes, not the controller.
