notify_impact: subscribe patch author to docimpact-created bug

Bug Description

To allow the developer who wrote a particular patch to contribute to the documentation process for that patch, for patches with docimpact, we should subscribe the author's launchpad account to the bug.

To solve this bug: First, check on the MailingList whether this is desirable behaviour in general, then make the necessary changes in jeepyb/cmd/notify_impact.py

As of https://review.openstack.org/56158 more of the plumbing is in place already, so this may be fairly simple to implement.

DocImpact usage has changed significantly, so this can be considered implemented (after a fashion).
