The [database] section in neutron.conf should have a comment that it goes in the core plugin .ini file

In deployment the [database] section for neutron is in the .ini file for the core plugin. I guess the section is documented in neutron.conf to avoid repetition in each plugin.ini file, and I suppose it might be a good idea to add a comment to neutron.conf saying where the [database] section ends up in deployment.
