[needs-packaging] Please sync apt-spy from debian testing

Bug Description

APT-spy is a package which does a speed test and decides the best ftp.debian.org(or archive.ubuntu.com in our case) mirrors and writes them into a sources.list file. I am using 13.10 (saucy). It is not packaged in Trusty either.
https://bugs.launchpad.net/ubuntu/+source/apt-spy/+bug/1780 says it is removed since Gutsy and seems some patching required.

The package exists in Debian Sid and Debian 8 Testing. It is licensed under several licenses:
