no vibrate on incoming call after muting phone

Bug Description
On trusty image 58 (and before), if I mute the phone, incoming calls are silenced. Instead, the default should be vibrate (with optional silent). This is a pretty major usability issue since I might be in situations (eg, a movie, business meeting, church, school assembly, etc) where I don't want the phone to ring, but I do want to be alerted that I received a call). I have missed several calls as a result of this.

The setting design (https:/ /wiki.ubuntu. com/Sound# Phone) requires to have those options:
- vibrate on call
- vibrate on call in silent mode
- vibrate on messages
- vibrate on messages in silent mode
Some of those settings might have to be shared between the user session and the greeter so we might want to use accountsservice as a storage there (see https:/ /bugs.launchpad .net/ubuntu/ +source/ ubuntu- system- settings/ +bug/1265528 which discuss having also the ringtone there)
