Please update GNU make from version 3.81 to 3.82

Ubuntu 13.10 contains GNU make version 3.81, which harkens from 2006 and contains some bugs, including this one which was fixed in version 3.82 (in 2009): https://savannah.gnu.org/bugs/?func=detailitem&item_id=17521

So I am requesting that GNU make be updated from 3.81 to 3.82.

There is a 4.0 version released in 2013 but maybe it shouldn't be adopted without a more rigorous process.
