Bug Description

Nested Mir servers can't start on desktop (Mesa) platforms:

ERROR: /home/dan/bzr/mir/input-latency/src/platform/graphics/egl_resources.cpp(65): Throw in function mir::graphics::EGLSurfaceStore::EGLSurfaceStore(EGLDisplay, EGLSurface, mir::graphics::EGLSurfaceStore::AllowNoSurface)
Dynamic exception type: boost::exception_detail::clone_impl<boost::exception_detail::error_info_injector<std::runtime_error> >
std::exception::what: Could not create egl surface
