synchronize ovs agent's rpc handler and main thread

Bug Description

the various RPC message handlers and the main thread of ovs agent can interfere with each other.
So we need to use synchronizer to make sure only one thread can run at a time.

The patch for this bug is abandoned at the moment.
I would consider moving out of RC-1.

I am not seeing instances of thread interference mentioned in this bug in gate jobs.
Probably the issue has been fixed with the OVS agent improvements made during icehouse release cycle.
