"1": agent-state-info: '(error: container "local-machine-1" is already created)' with juju-local

Bug Description

In juju-local I start a bootstrap and launch a charm. This causes a error in the agent-state-info for machine 1(charm).

$ sudo juju bootstrap
$ juju deploy --repository charms local:my-site
$ juju expose my-site
$ juju status

    agent-version: 1.16.4.1

    instance-id: localhost

I am on Ubuntu 13.10 not 13.04. Could this be the issue?
