meaning and creation of NOVA_PASS and NOVA_DBPASS

Bug Description
I believe the description what NOVA_DBPASS should be is configsing, and the origin of NOVA_PASS is not explained.
The former seems to have to be newly invented at this chapter, as I do not see which pass from previous chapters should otherwise be used. It seems like it must be the same password as used later to create a database user(on the controller?!)
NOVAS_PASS is even more unclear - should it be newly invented here? Or must it be set previously somehow in keystone?
