Bug Description

Whole rpc objects are passed to certain functions when uuid would be sufficient. One example: ironic.conductor.manager.ConductorManager#change_node_power_state

    Passing nodes more consistently

    At some functions where only the node uuid is required the whole node
    object is passed.
