1. Create new environment (CentOS, simple mode)
2. Choose VLAN segmentation
3. Add controller, compute and cinder
4. Start deployment. It was successful
5. Login into Horizon under admin
6. Launch instance
7. Create security group "test_sec_group"
8. Edit instance. Move "test_sec_group" to "Instance Security Groups" from "All Security Groups"
9. Try to delete this group in "Access & Security"
Error:
Unable to delete security group: test_sec_group

This is not a bug. You are not able to delete sec. group if it is attached to the instance.

When you attach sec group to the instance it has status in use, so you should detach it first, and then delete
