Savanna cluster with neutron network does not start

Reproduced on fuel-4.0-121-2013-12-10_10-57-25.iso

Steps to reproduce:
1. Install Fuel
2. Deploy cluster with neutron
3. Import savanna image
4. Create Node Group Templates vanilla-1 for master and vanilla-2 for worker
5. Create Cluster Template
6. Launch cluster with net04_ext as Neutron Management Network

Cluster does not start with error: Node Group vanilla-1 is missing 'floating_ip_pool' field

Error in /etc/openstack-dashboard/local_settings
AUTO_ASSIGNMENT_ENABLED must be False

Not working in case with Nova network and disabled Auto assign floating IP
/etc/openstack-dashboard/local_settings has
AUTO_ASSIGNMENT_ENABLED=True (must be False)

Sergey - should not we fail another ticket for nova-network, as this one was for Neutron?
