hr_schedule - hr.schedule workflow is not being processed

Hello Sir,

I had this problem in which when i create and hr.schedule i can't move it to another state e.g validate. investigated and it turned out that the workflow signal was not being processed... further investigated and it turned out that the first sttage in the flow where flow_start = true (hr_schedule_workflow.xml ) had the same id 'act_draft' as another declared in schedule_ot_workflow.xml which is overwritten it and so the entry for act_draft in hr_schedule_workflow.xml was not being written to the wkf_activity table

How do you fix this? I have this problem as well.
